Bill stopping cities from banning circumcision passes

The state Senate has passed a bill to stop local governments from banning male circumcision. The action is in response to a proposed ballot measure in San Francisco to ban the procedure for most boys under 18.

A judge has already blocked that measure from appearing on the ballot.

Proponents say circumcision has health and cultural benefits, while critics say the surgery can cause sexual and mental problems later in life and is unnecessary.
