The officer responded in less than a minute and as the video shows had a difficult time getting Cockrum off of the man. The officer Tasered Cockrum, with no apparent effect. He also used Pepper Spray on him. Mall Security Officers and other Fresno Police Officers joined in, and wrestled with Cockrum for seven minutes before getting him under control. Police believe Cockrum was under the influence of a hallucinogenic drug.
A witness, Richard Hill said Cockrum was clearly messed up. "It looked more like he had a mental health issue you know, he was having an emotional outbreak or something couldn't calm down," said Hill.
Cockrum was arrested and taken to a local hospital for treatment. The victim, a 56-year-old man was taken to St. Agnes Medical Center where he was listed in stable condition on Friday night.
